What exactly is the NCAA position on Gambling?
For years we were told that the NCAA wouldn't bring tournament rounds to Portland because the state had a gambling pool on sports.
All the while, they had them in Vegas.
Then the WCC has its tournament in a Casino where the first day, at least, you could bet on the games 100 yards from where the games were to be played. even after that, you could hop the shuttle to another hall and place a bet. This was presumably done with the NCAA's blessing.
Now, the NCAA has involved ITSELF in a gambling pool. You answer some trivia question you can no doubt research online and enter a pool. They brag more than 100 prizes will be awarded between now and July. Winning Combination Sweepstakes.

I dont believe the NCAA has awarded a NCAA Men's Basketball Tournament site to Nevada, due to the gambling... but the individual conferences are allowed to do so, as the NCAA does not dictate where conferences hold their tourneys--only where the NCAA Tournaments are held.
I found it a little odd, though, that while Oregon still had Sports Action, the NCAA did allow UP to host NCAA Soccer Tournament games, and PSU to host NCAA Women's Basketball Tournament games, and I am sure UO and/or OSU hosted non-men's basketball Tournament competitions (my brain is not functioning fully yet this morning, so I cant name any)... but the NCAA drew the line at Men's Basketball as the "punishment". It's all about the Benjamins...

Well, that and NCAA basketball has some history of being corrupted by gamblers. Basketball is probably the easiset team sport for a player to influence the outcome of a game.
