Apparently the order of the four round draft "was determined with assistance from a panel of experts and agreed upon by all eight clubs."
The panel ranked the strength of each club based on their allocated players, and conducted a weighted draw.....

Apparently the signing has started, although the signing window doesn't open untill Monday.
A refresher course: long players for Penn State in 2005-2006, transferred to UNC in 2007.
Played with the Washington Freedom, The the Sky Blue FC, then went to Europe and played for Paris-St Germaine.

The amber brooks draft choice is interesting.

Brooks has starred for the North Carolina Tar Heels for the past four years, piling up accolades and building her reputation as a future star. The new women’s professional league (NWSL) was clearly an option for Brooks, but she instead chose to fulfill a dream of playing overseas.

“I am happy to finally announce that I have signed my first professional contract with Bayern Munich! Big thanks to (everyone) who helped make my dream a reality!”
The Germans were well aware of Brooks from her starring international role with the US Soccer program.

So neither UNC player has chosen to play for Cindy Cone, and the thorns lose an allocated player.The Thorns now have no signed midfielders.
It will be interesting to see if Portland gets the same $24k compensation from the league that Western NY got for not getting 3 USA allocated players.

Yeah, the residency players get the same they always have, which is in four tiers ranging from $24k to over $100k.
But the total salary cap thrown out by the ussf for players not in residency was a $200k per team Cap for the 11 players, or about $18k per player.
This is not the NBA.
